ECCEASIA
O projecto "Excelência da Olivicultura Europeia na Ásia" (sigla "ECCEASIA"), é promovido em parceria da CAP com a UNAPROL, no âmbito da Prioridade Temática 4 (AGRIP-MULTI-2023-TC-ALL) do convite à apresentação de propostas de 2023: programas múltiplos em países terceiros, também explicado no programa de trabalho da Comissão para 2023 e no relatório financeiro decisão para a implementação de ações de informação e promoção relativas aos produtos agrícolas implementadas no mercado interno e em países terceiros (Decisão de Execução C (2022) - 9498 de 16.12.2022) Os objetivos destes programas estarão de acordo com os objetivos gerais e específicos estabelecidos nos Artigos 2.º e 3.º do Regulamento (UE) n.º 1144/2014. Especificamente:
- melhorar o grau de conhecimento do mérito dos produtos agrícolas da UE e do elevado grau de qualidade bem como as normas aplicáveis aos métodos de produção na UE;
- aumentar a competitividade e o consumo de produtos agrícolas produzidos na EU, otimizando a sua imagem dentro e fora da UE;
- aumentar a sensibilização e o reconhecimento dos regimes de qualidade da UE;
- aumentar a quota de mercado dos produtos agrícolas da UE e de determinados produtos alimentares, prestando especial atenção aos mercados de países terceiros com maior potencial de crescimento;

Call for tenders for the selection, through an Open Competitive Procedure, of an “implementing body" charged with carrying out the information and promotion activities foreseen in the "ECCEASIA" program.
A call for tenders has been announced for the selection, through an Open Competitive Procedure, of an "Implementing Body" charged (subordinately to the signature of the GA between the proposing bodies and the European Commission) with carrying out the information and promotion activities of the "ECCEASIA" program - presented by Unaprol in partnership with CAP (Confederação dos Agricultores de Portugal) - funded by the European Commission in accordance with Regulation (EU) no. 1144/2014.
The organizations (Agencies and Companies) interested in sending their proposals to participate in the Call for tenders are invited to consult the enclosed technical documentation.
The time limit for receipt of tenders is 2 November 2023 12.00 a.m. (Italian time).

ECCEASIA - REQUEST FOR CLARIFICATION RECEIVED ON 25 OCTOBER 2023
QUESTION 1
Point 5 of the technical specifications (Description of activities) indicates a specific budget for each individual item. The amounts indicated for each individual activity are to be considered mandatory or can be remodulated by the economic operator - within the overall budget of €4,372,314.65 - depending on the best strategy proposed for achieving and exceeding the general objectives and specific to the program?
ANSWER QUESTION 1
The budgets indicated in each Work Package of the Program may be subject to remodulation by the bidders, with compensations between actions, provided that the overall budget of €4,372,314.65 is respected and the choices to remodulate the budgeted expenses are adequately justified, in relation to the strategy and the general and specific objectives indicated in the Programme.
Please note that, in the event of the assignment being awarded, any corrective measures of a certain extent must be subject to prior acceptance by the relevant European Control Body (REA).
QUESTION 2
In point 9.2 (Method for preparing the economic offer) it is indicated that the economic offer must be equal to the total amount of the selection procedure (€4,372,314.65). Does this mean that the savings resulting from a possible compensation of the implementing body of less than 13% must be transferred to the budget of the individual activities, in order to keep the amount of the overall budget indicated unchanged? If so, is there a proportion criterion for the distribution of savings among the activities or is its distribution left to the free will of the economic operator?

The savings resulting from a possible lower allocation of the fee percentage can be managed freely by the provider according to the options described below:
a) it can constitute a supply-side economy
b) it can be invested in other new additional extra-budget shares (in this case what is stated in point 1 for changes to the Program applies)
c) can be used to increase the quality/quantity of the services already included in the Program
QUESTION 3
3. In relation to point WP3.1.1 Update new website, the following is requested: "Envision the creation of the domain". It is understood that alternative proposals will be submitted to: https://www.enjoyevoo.eu/? Will the design of a new site or the updating and integration of the current one be required?

Since this is a continuation of a Program already started, the domain may remain the same. However, bidders are left free to choose whether or not to provide a new website or a more or less complete update of the current one.
QUESTION 4
With reference to the point of the WP5 Communication Tools announcement: "An updated logo of the program will be studied", you can confirm that the logo referred to is the "heart" logo alongside "LIVE WELL-BEING WITH JOY.

The logo referred to in the Program is “Looking for the perfect food” which appears on the current dedicated website.

We inform you that the selection procedures were carried out on 9 November 2023, at 9.00 am, as specified in the Tender Notice, and that the GRAPHO S.r.l. Agency was the winner of the tender.
This award notice is being published in the TED (Official Journal of the European Union).

O projeto "A qualidade do azeite e do vinho biológicos europeus" (acrónimo "ECCEAMERICA''), é promovido em parceria da CAP com a UNAPROL, no âmbito da Prioridade Temática 5 (AGRIP-MULTI-2023-TC-ORGANIC) do convite à apresentação de propostas de 2023: programas múltiplos em países terceiros, também explicado no programa de trabalho da Comissão para 2023 e na decisão financeira para a implementação de ações de informação e promoção relativas à agricultura e produtos implementados no mercado interno e em países terceiros (Decisão de Execução C (2022) - 9498 de 16.12.2022). Os objetivos destes programas devem estar em conformidade com os objetivos gerais e específicos definidos nos artigos 2.º e 3.º do Regulamento (UE) n.º 1144/2014. Especificamente:
